What Is GBIS?
The Great British Insulation Scheme (GBIS) is a government-backed programme designed to improve the energy efficiency of UK homes by funding insulation measures at no cost to the homeowner. It launched in 2023 and runs until March 2026, with measures continuing to be delivered through the year.
GBIS specifically targets homes that would benefit most from insulation - particularly those in lower council tax bands and those with poor energy performance ratings.
What Insulation Is Available?
Under GBIS, the following measures can be funded:
- Cavity wall insulation - filling the gap between your inner and outer walls
- Loft insulation - bringing your loft up to the recommended 270mm depth
- Underfloor insulation - for properties with suspended timber floors
- Solid wall insulation - internal or external, for pre-1930s properties
- Room-in-roof insulation - for loft conversions or rooms built into the roof space
- Flat roof insulation - for properties with flat roof sections
The specific measures available to you depend on what your home currently has and what it needs.
Who Qualifies?
GBIS has two main eligibility routes:
Route 1 - Council Tax Band If your home is in council tax bands A-D (England) or A-E (Scotland and Wales), you may qualify regardless of your income. The property must also meet certain energy performance criteria.
Route 2 - Benefits If you receive qualifying benefits such as Universal Credit, Pension Credit, or Child Tax Credit, you may qualify regardless of your council tax band.
In both cases, the insulation measure must be appropriate for your property type and current insulation levels.
How Is GBIS Different from ECO4?
Both schemes fund energy efficiency improvements, but they work differently:
- ECO4 covers a wider range of measures including heating systems, and is primarily aimed at low-income households on qualifying benefits
- GBIS is focused specifically on insulation and has broader eligibility through the council tax band route
